Scale by deflators

Scale unit costs by gdp deflators to year in question.

Arguments

unit_costs	Unit costs by expenditure category and offence group as would be produced by map_unit_costs, and/or combined with the output of estimate_proxy_costs.
gdp_deflators	Official statistics from the ONS on GDP inflation as included in package at gdp_deflators.
start_year	Index year, default is "2015/16" as assumed in other unit-costs functions.
end_year	Target year.

Value

Returns unit costs scaled by GDP inflation.
