Maps unit costs as produced by the Home Office in their Costs of Crime Report to offence groups used in the Ministry of Justice for reoffending statistics and estimates unit costs by expenditure category for offence groups not covered in the report.

Arguments

ho_coc

The home office costs of crime as produced in their report. These are included in the package as ho_coc.

police_recorded_crime

Official statistics on police recorded crime. NOTE: Do NOT use clean_police_recorded_crime here, as it is intended for the number of reoffences functions only.

personal_commercial_crime

From the Home Office report, estimates of the levels of commercial (Commercial Victimisation Survey) and personal (Crime Survey England & Wales) crime, see personal_commercial_crime.

coc_mapping

A mapping between police recorded crime offences and the bespoke cost of crime categories used by the Home Office, see coc_mapping.

crime_severity

crime_severity is a copy of the Crime Severity Score experimental statistics by ONS.

proxy_contrib

Assumed contribution by expenditure group towards the unit costs of the offence group in question. See proxy_contrib.

date

Date to which the other parameters refer (default is year ending 2016-03-01).

Value

Returns estimated unit costs by offence group and expenditure group.

Details

map_unit_costs proceeds

  1. Filter police_recorded_crime to closest year_ending to date.

  2. Joins to coc_mapping and counts number_offences

  3. Joins to ho_coc, the Home Office unit costs

  4. Estimates personal / commercial crime splits for ambiguous cost of crime groups

  5. Joins personal commercial crime splits with main table and estimates aggregate totals for costs of crime for offence groups

  6. Merge police_recorded_crime and crime_severity.

  7. Calculate weighted severity score for each offence_group.

  8. Search for closest proxy offence group in severity.

  9. Copy costs by expenditure group for proxy costs.

  10. Compare against proxy_contrib to see which apply.
